Re: Application for Small Project Review/Demonstration Project: Proposed 2003 Interim Ballpark Improvements

Dear Director Maloney:

Enclosed please find an application for Small Project Review on behalf of the Boston Red Sox relating to proposed 2003 interim ballpark improvements — immediate upgrades to Fenway Park aimed to improve fan experience.

Specifically, these improvements fall into two categories: new structure seating areas and rehabilitation / change of use to allow concourse upgrades. The new structure seating areas would replace existing standing room tickets with seating positions along the top of the Green Monster, and on top of the Right Field Roof. Rehabilitation /change of use would allow for the renovation of a portion of the abutting Red Sox owned parking garage, sometimes referred to as the Laundry Building, to add restrooms and concession stands.

The combined effect of these improvements would be to improve the experience for fans by alleviating congestion and crowd flow throughout the concourse and providing better access to concessions, bathroom facilities and other amenities without expanding the seating capacity or footprint of Fenway Park.

The proposed upgrades are a discrete set of projects that are capable of completion for the 2003 season. These projects stand independent of any discussion of the long-term plan for Fenway Park. Any long-term plan will be developed over an extended period of time with the cooperation of the City of Boston and the Boston Redevelopment Authority, along with the elected officials, community groups, business owners and fans.

Please note that the final feasibility of the proposed projects is still under review, and that the Red Sox are continuing to evaluate feasibility on the basis of cost, schedule and other considerations.

We sincerely appreciate the cooperation of the Boston Redevelopment Authority and its staff in the review and planning of these proposed projects. The Red Sox are seeking to complete these proposed 2003 interim ballpark improvements as close to opening day next April as possible.
